Cilium Auto Update BIG-IP HA Tunnel

When your kubernetes node or cilium agent pod restarted or crashed, the cilium bpf tunnel map will loose the BIG-IP HA pair tunnel configuration, thus result in traffic interruption and requires manual intervention to run a script to update the node cilium agent bpf tunnel map. In this demo, I improved the cilium agent to auto update BIG-IP HA tunnel configuration when cilium agent restarted, so no need to require manual intervention and less traffic interruption.
